In 2000 Portugal became the first country to re-orient its national drug policy away from a criminal justice-centric approach to a primarily health-focused model, an approach now acknowledged by the International Narcotics Control Board as best practice.  Since its introduction rates of drug use have remained stable, whilst overdose death rates and costs to the system have dropped significantly.

In June a delegation of the Queensland Mental Health Commissioner visited Portugal to observe the country’s response to illicit drug use first-hand.  Read the report from their trip here.
